Training - The Never-Ending Process to Perfection There is no end to the need for training. Concept, theories, philosphies, practices, procedures, and techniques are constantly changing to meet current social needs. These changes are especially prominent in law enforcement. It has become a truism that the need for training police officers in our complex society is as great as the need for their services. Training failures which allow personnel to "sink or swim" by the slow process of trial-and-error learning will eventually take a toll upon the resources of a force in the form of lowered public confidence brought on by ineffectual law enforcement, costly lawsuits arising from performance derelictions by police personnel, and a general withering of the morale and esprit de corps of the organization.
