They were generated by fitting TLEs to a numerically-integrated solution covering that particular day; for example, the first TLE should be used for times covering 2009 Sep 10 0:00 UT to 2009 Sep 11 0:00 UT, but would have some greater errors outside that time span. Maybe not all that much; I've never checked to see just how quickly the elements deteriorate. But it's best to use the elements given for a particular day.
