Importing, stocking and supplying hemp seed is not subject to regulation in persuance of the 1961 Single Treaty on Narcotics. In countries such as the Netherlands, freedom to trade hemp seed is clearly incorporated in the national Opium or Narcotics Act legislation.

Unfortunately, regulation and implementation in respect of hemp seed often differ from country to country. For this reason we advise you as a matter of urgency to make inquiries about the regulations to which you are subject.Sometimes exemption can be obtained for industrial, medicinal and agricultural applications. In a number of countries trading in hemp seeds does not require a permit. However, a notification requirement is sometimes imposed in the event that hemp seed is exported for the purposes mentioned above. If the notification requirement is applicable, you should inform us or the authorities or both in good time. We dispatch our seeds with the reservation that they will not be used by third parties in conflict with the law. Sensi Seed Bank B.V. does not wish to induce anyone to act in conflict with the law. A list of non-THC Hemp-seed: In the 1990s, in order to comply with the prohibition, the Institute of Bast Crops (Ukraine) and affiliated scientific and research institutions obtained the highly productive and non-drug Hemp varieties.

This year 1997 French Hemp-seed breeders have managed to arrive at a new true 0% THC strain called “Santhica.”

Please keep in mind that these Hemp cultivars below contain approximately 0.05% THC (*THC = tetra-hydro-cannabinol, the psychoactive substance of Hemp) but that they are nonetheless labeled THC-free (See also cultivars/strains from Russia):

  3. USO-31
  4. Zolotonoshskaya-13
  5. Dneprovskaya monoecious-6
  6. Zenica or Shenitsa

The European Union (EU) has chosen the THC content of 0.3% from a pragmatic point of view:

#1 This percentage is chosen because it rules out any possibility to efficiently or economically extract the psychoactive component from the plant.

#2 This percentage leaves some play in the THC content that various strains or cultivars may or may not possess. It is still possible to cultivate this plant since all Hemp crops invariably contain some percentage THC.

The THC-free Hemp-seed list above, is one composed of Hemp varieties containing around 0.03% THC. Here an analogy with alcohol-free beer comes to mind: Alcohol-free beer contains an amount of alcohol however miniscule but as long as it is not over a certain limit as established by law, it can be called or labeled alcohol-free. It is possible to eliminate all the alcohol from the beer or THC from Hemp, but it is not economically viable to do so.

To my knowledge there are no THC restrictions or limits set on growing Hemp in the following countries:

Switzerland
Finland

*Industrial-Hemp has no psychoactive properties following definition of the European Economic Community (EEC); THC content is less than 0.3%.
