Frank J. Heller has been in the forefront of Maine's SCHOOL CHOICE movement since 1992 when he was appointed to the SPRING STREET COMMITTEE, a public body created by the Brunswick Town Council to re-examine a decision to build a huge, new high school outside of town.

In 1993, he and a few others created the Maine School Choice Coalition; a voluntary group of educators united around the U.S. Supreme Court's view that the parents are the primary educators of their children.
